HUD Section 3 Provision Information
Jefferson County Housing Authority will make our best efforts to award contracts to business concerns that provide economic opportunities to Section 3 workers.
If you are a Section 3 business seeking contract work for the Jefferson County Housing Authority and other HUD funded Agencies, you are encouraged to register your business at the HUD Opportunity Portal.
Your business will be included in a searchable online database used by agencies that receive HUD funds, developers, contractors, and others to facilitate the award of covered construction and non-construction contracts to Section 3 businesses.
Section 3 Residents are also encouraged to use the registry to identify businesses that may have employment opportunities.
Section 3 Business Concern: A Section 3 business concern is a business concern meeting at least one of the following criteria, documented within the last six-month period: (1) at least 51% owned and controlled by low-income persons, (2) over 75% of the labor hours over the previous 3-month period are performed by Section 3 residents, or (3) at least 51% owned and controlled by current residents of public housing or Section 8 assisted housing.
Section 3 Worker: A Section 3 worker is a worker who currently fits or when hired within the past five years fit at least one of the following categories: (1) met HUD’s income limits in the previous calendar year, (2) is employed by a Section 3 business concern, (3) is a resident of public housing or Section 8-assisted housing; or (4) is a YouthBuild participant.
